That can be slightly annoying, because the Kanto gym leaders are much lowere levels. The rest of the game is well designed, though, and we often discuss it here.

They might be lower levelled to keep them lower than the Elite 4? I guess it still sesems more awkward than it needs to be...? But still attension to detail.

Yep, the Kanto gym leaders couldn't be too much stronger than the Elite 4. They also might have not wanted many trainers at near Red's level. As we've mentioned, there is a level 70 Ho-Oh or Lugia which might help at that point. It's possibly surrounded with Rattata, etc., which might give an indication that level jumps can easily occur.
This kind of thing makes the additional region seem 'internally consistent' or apparently 'realistic' (Pokémon games aren't generally aiming for being found 'realistic'), along with the slightly elaborate design of the cities. Some things might still seem weird - if Team Rocket isn't active, how are they so comfortably able to keep Kanto in a black-out? That said, Pokémon games tend to stretch credulity in these things, including by often being too innocuous and letting the standard main character do too much. It does seem strange, however, that after knocking out the Electrode electricity source in Mahogany, the region of Kanto is suffering a black-out. That whole sequence is slightly peculiar, as the game is expected to be played on often battery-powered electronic devices. Knocking out a power source is hence an interesting sequence, in many ways - in addition, most others in that area wear black.
You could expect more Trainer House areas, but throwing around trainers that out-level the Elite 4 - or perhaps Red - can be problematic. Especially if they don't recur or get noticed. As it is, Red is more closely associated with the final legendary in the game. This seems apt in some ways, as Red is hence given an affinity to the legendaries and those areas of the game world. Still, it can be frustrating. On the other hand, you could go through the game with only one or two Pokémon, and if you reach that point you will have less need of levelling up further - you could get the legendary as well if you want. Catching or at least battling the second legendary seems recommended, as otherwise Red can easily surprise.
It might be possible to level up your Pokémon by taking on the Elite 4 repeatedly, but this might seem unrealistic. The game does allow for it, with your rival occasionally challenging you as you do so. However, it is in many ways unrealistic - why would you need to challenge the Elite 4 again? That segment of the game is over, it could be like tilting at ghostly wind-mills. It also means that the Elite 4 area can seem less significant than it used to, if you fought it. Hence, you might want to look to other possibilities, which have more 'continuity' at that point. In any case, while a complex situation, as we've noted you can get some sense of what to expect and use from Mt. Silver, the legendary, etc. They occur in a cave and start with Pikachu - it's not presented as an implausible challenge. However, that segment of the game does seem to discourage re-plays and runs which aren't your 'primary' save. It is a slightly 'long' game, and tries to keep the player going even if they don't enjoy it.
Red also seems to justify the decision to give Gym leaders, etc., many Kanto Pokémon, along with places like Sprout Tower. If your final enemy is expected to be Red, it would be appropriate that the journey towards this doesn't involve too many distractions from that. Otherwise Red wouldn't seem a focus, they'd be too pared-back. However, as things stand they can still stand out and seem appropriate to the main game.
Given that Team Rocket are said to be able to 'over-power' certain areas, along with Mewtwo giving the Berserk Gene, we've said elsewhere that there might be association between them. The rival also seems to sound like Mewtwo at times, and uses ellipses often - like Red. However, it seems apt that you then end up in a guarded location which is known for containing 'highly powerful' Pokémon.

Good answer, I didn't realise that the Gym Leaders had to be kept around the levels of the Elite 4... That explains things. Also like how you focus on training for the battle rather than just the battle. Thank you.

I guess there is some atmosphere to the Unown Ruins! You fall through a hidden door and stuff! It would be more cool if theyy made it more difficult to leave. Weren't there people there or something...? Yes, I think! They suddenly disappear! That is creepy.. Enjoy this thread are there any others like this??

More strange stuff and less clearly set out... I think Luminesce quite likes Union Cave, other than that an interesting point! I find Mt. Moon to have a good lay-out, unless that improves in G/S? Also Cerulean Cave is quite cool... However you might be correct about Mt. Moon, because of the simplistic characters if you hang around there.

Mt. Moon is slightly surprising, you never know where you're going! Still, it can be slightly simplistic in theme... That might be what you notice.

The caves in Johto have mystical and peculiar connections, like to the Unown Ruins. Hence, they are slightly complex. Along with them, there are a lot of buildings connected to the history of the place. Hence, there is a strong sense of tradition, but also mystery of a kind.
