Ice types can be too simple, however moves like Blizzard are still as good as other types... If you used a pure Icetype, you could get a decent build. However, types like Fire have less hybrids.

You could use Pinir or even a stone evolving Pokémon! Or something which is only strong later... Should be really strong tho!
I think it should be mostly the journey of the trainer and their relationship with the Pokémon! Then you would get close to a Pokémon. If it were a fire type, it couldd be exciting! Or you could have a calm Water type, a quiet Grass type, a ghostly ghost...
If it was young, then the trainer should have many options! Later it could be powerful, so powerful that it can challenge the later areas of th region and use many strengths...

Psychic types are also kinda mysterious, however your right!
Legendaries may be too powerful, they are supposed to stand out as well! So be careful if they are too powerful. Legendaries can't have as personal a relationship, also cause done properllly they're too powerful.

A legendary is OK, maybe if other Pokémon were high-levelled. What if you treated it as an ordinary Pokémon?

The problem with one Pokémon is that your options are already limited by move limits, their own traits, etc. Hence, Spyicune might have a point in saying that you should channel this limitation somehow. Otherwise, you would now also be limited to one 'channel' for moves. Since the player relates to fights through the 'Pokémon,' this hence can also seem to limit them.
'Ditto' offers some hope here, although in actuality they are determined by what other trainers you set out. Hence, moves like 'Mirror Move' could be useful. They allow for some variation between battles, although this is determined by you. Hence, a player's experience would be determined by your choice of enemy trainers and Pokémon, ultimately.
Hence, one way of doing things here is to merely use the player's limitation, then give them a passive Pokémon.
This seems to take the task more or less at face value. Other usual approaches can vary from this basis.
