Like, y'all know that mankind has a will to power, the desire for power over others. The person with this becomes the 'super-man,' or the 'ultra-man.' So perhaps Ultra Moon represents the universal will to power. Lapras has already pointed out that Lunaala, the version mascot, represents hope. Clearly this hope is for self-realisation, through becoming the übermensch. Indeed, Lois Lane is a romantic lead in Superman, likewise in this attempt to become a 'super-man' or transcendent man your ally - if you're lucky - will be Lunaala. Hence, it is about the journey to become the übermensch.
Indeed, without this you do not truly belong in the universe of Pokémon Ultra Sun & Moon, where even nature itself undertakes this end. You must hence become the übermensch, and eventually disdain the 'plot-line' others have set you, by leaving the 'protagonists' without help. Indeed, you must instead seek the power within yourself, not the game. Having learned this, you may then play Pokémon Ultra Sun, which is about the perilous journey of the realised übermensch. Your reactions to the game will be important.
Because of how sophisticated the Pokémon games are now, it's likely that the developers have such a plan.
Hence, Ultra Sun and Moon are about the will to power?
