Think about it. Stoutland is shown as displaying in the sky, after it dies. Hence, the invasive, powerful Pokémon of space are merely 'dead' Pokémon who are over-powered, and capable of such things. Ultra-Space is where these creatures lurk, however other creatures may be found nearby. Hence, perhaps Lusamine's experience of loss and separation from people like Lillie caused her to seek access to this space, where people's lost companions may be found. However, due to the power of these Pokémon, her attempt was intercepted, and the problems were worsened. This increased her desire to open this rift, until she became merely a proxy for the Ultra-Beasts' attempt. She kept on acting for them, however going further away from what she wanted, until she became merely a machine-like form of their will.
This lasted until the player displayed clearly their unity with Lillie, and made it clear that Lusamine could attempt the same - as Lillie was with them, after all. Hence, they seemingly became less enthused with the Ultra-Beasts, seeing that they could merely try to connect directly. Hence, this shift in how their desires were formulated helped them to 'renege' on the allegiance to the Ultra-Beasts. Likewise, the dead Marowak does not display with the lower ghost Pokémon, rather only near the top of the tower. Hence, dead Pokémon can ascend easily. In this case, they are known as 'Ultra-Beasts,' however these are not the only 'beasts' that may be found from this area.
